Missouri Ethics Commission Fines Candidate for Campaign Disclosure Violation

The Missouri Ethics Commission (MEC) has imposed a $100 fine on Randy Chandler, a candidate for District 2 Associate Commissioner in the August 2024 election, for failing to include a required disclosure on campaign materials.

An MEC investigation revealed that Chandler used personal funds to purchase business cards promoting his campaign. The cards, which included his name, the office he was running for, and his party affiliation, did not feature the mandatory "Paid for by" disclosure required under Missouri campaign finance laws.

The investigation was initiated following a complaint filed with the MEC. The Commission found reasonable grounds to believe that Chandler had violated § 130.031.8, RSMo, which mandates that all campaign-related printed materials identify their sponsor.

The MEC determined that the omission of the disclosure constituted a violation, although the cards were purchased with Chandler’s personal funds. Chandler acknowledged the violation and waived his right to a hearing, agreeing to the findings and the penalty imposed by the Commission.

Under the consent order issued on November 5, 2024, Chandler agreed to comply with all campaign finance laws moving forward. He also consented to pay the $100 fine by check or money order to the Missouri Ethics Commission.

The Commission noted that the agreement does not preclude further action if additional violations are identified. Both parties agreed to bear their own costs related to the case.
