State Awards 57 Marijuana Microbusiness Licenses

Missouri’s Division of Cannabis Regulation (DCR) has issued 57 marijuana microbusiness licenses to applicants, completing the second of three rounds.

The Missouri Lottery conducted the drawing without reference to the identities of the applicants, a move to ensure integrity in the random draw.

There were six microbusiness licenses awarded to each of Missouri’s eight congressional districts — two for dispensaries and four for wholesale facilities.

Nine licenses were made available in the second round due to revocation of licenses from round one for rule violations.

There were 33 wholesale and 24 dispensary licenses issued.

The lottery selection does not guarantee the applicant a facility.

8th District

Crawford County, which is part of the 8th District, had three applicants for wholesale licenses. All three were denied. 

John Payne received approval for dispensaries in Festus and Doniphan, located in Jefferson and Ripley counties, respectively.

Payne, of Show-Me Cannabis, entered more than 300 applications.

For wholesale licenses, Dorris Cultivating & Wholesale and Baca Cultivating & Wholesale, both of Silva, won.

Andrew L. Hoover, of Licking, and LL WIRTZ, of Bonne Terre, won the other two wholesale licenses.

More than 2,000 applicants entered the lottery drawing between April 15-29.

Applicants who were not drawn by lottery will be eligible to reapply during future rounds.

Those applicants also may request a refund of the original application fee. Refunds may be granted if the applicant certifies they have the met criteria for a license and have no pending or future litigation.

Eligibility for a microbusiness license must meet at least one of the criteria; a net worth less than $250,000 and an income below 250 percent of the federal poverty level; affected by non-violent marijuana drug charges; reside in disadvantaged ZIP codes; be a veteran with a service-connected disability; graduated from a school district that was unaccredited or have previously lived in a ZIP code with an unaccredited school district.
