Five Sex Offenders Charged For Noncompliance

Five people have been charged as a result of a sex offender compliance check conducted by the Crawford County Sheriff’s Office and United States Marshall’s Service.

There are 114 registered sex offenders residing in Crawford County.

Five were noncompliant, while five require follow up, one has moved from the county and two are incarcerated.

Charged during the check are:

Tammy Arnold, 53, Cuba (endangering the welfare of a child, 2009): Arnold failed to update the information on her registration and had an active warrant for felony stealing. 

Arnold had her bond set at $25,000.

Warren Brown, 62, Bourbon (rape, 1984): Several attempts were made to contact Brown at his listed address, but it was determined the homeowner never provided him permission to live there.

Brown provided false information on his registration.

Brown, who was convicted of raping a woman in Jefferson County in 1984, had his bond set at $50,000.

Nicholas Yarbor, 41, Steelville (statutory rape, 2000): Yarbor already has a pending charge for failing to register and is on GPS monitoring. The GPS monitor was found to be inoperable and that Yarbor has been outside of the county for the last two months.

Deputies are searching for Yarbor, who remains at large.

Stephen Barton, 60, Steelville (sexual misconduct, 2013): Barton had an active warrant for his arrest for an incident that occurred in November 2022. 

Barton provided false information on his registry.

Larry Lumley, 69, Cuba (sodomy, 1989): Lumley was wanted for an incident that occurred during compliance checks in November 2021.

Lumley was unlawfully possessing a firearm.
