Sullivan City Council Passes Three Ordinances, Accepts Second Bid For Paving Golf Course Parking Lot

The Sullivan City Council met on Tuesday, June 21, with one request before them, payment of the monthly bills totaling $1,680,027.15 and the passage of three new ordinances.

Under requests and petitions, the St. Anthony Catholic Church received Council approval for a temporary liquor license, contingent upon State of Missouri approval, for their annual Parish Festival to be held August 27 and 28 of this year.

The Planning & Zoning Committee reviewed allowing indoor shooting ranges along with the potential adoption of the Department of Energy, Office of Health, Safety & Security’s Range Design Criteria. There will be a public hearing July 12 to allow for citizens to discuss modifying the buildings codes and to alter land regulation permissions to allow for these shooting ranges in districts currently zoned for commercial and manufacturing needs as, currently, City Code prohibits anything that discharges a projectile.

Under ordinances, Bill No. 3952, sponsored by Alderman Chris Bunk and requested by JMR Company, LLC, became Ordinance No. 3952. This ordinance approved Sullivan Senior Housing, creating three lots between N. Center St. and N. Church St. Bill No. 3953, sponsored by Alderman Chris Bunk and requested by James D. Strauser, became Ordinance No. 3953. The ordinance also created three lots on Watson Rd. and along Vine St for a minor subdivision, NMS Acres. Bill No. 3954, sponsored by Alderman George (Randy) Counts, became Ordinance No. 3954 in order to approve a 60-day contract in the amount of $74,200 with Midstate Paving, Inc. for repairs, paving and sealing of various parking lots throughout Sullivan.

City Administrator J.T. Hardy reported that, while the Airport Board has not recently met, an item has come up regarding a potential tenant for the FBO building.

At the June 7 council meeting, the board accepted a bid from E. Meier Contracting to pave the golf course parking lot for $29,500. Afterwards, E. Meier Contracting requested an amendment to their bid to include an escalator in their contract to cover asphalt costs, which resulted in their bid being rejected. Midstate Paving, who have been approved to pave all other parking lots presented, provided a $29,650 quote to pave the golf course, which was approved after some discussion. A contract is set to be submitted at the next meeting.

The council did have closed session posted for litigation and personnel.
