Sullivan Council Expected To Award Large Paving Contract
The Sullivan City Council was scheduled to meet June 4, with a brief agenda that included two items under City Administrator J.T. Hardy’s report to the council for ultra thin bonding/Nova chip of 34 streets and sealing of parking lots at the Splash Pad and Sunny Jim Bottomley parking lots.
There were no requests or petitions before the council Tuesday night.
Under Hardy’s report, two bids were received to pave 34 streets in the city of Sullivan with the ultra bonding surface/Nova Chip with two bids being received.
The bids were from N.B. West, Pacific, $997,105.01 and Pace Construction Co. LLC, St. Louis, in the amount of $1,078,270.15.

The council also has two alternate bid additions that would include Fairgrounds Park/Mattox/Progress and Fair Main walking grounds and Hawthorne and Woodview, but this addition will have to be further discussed by council.
The recommendation from city staff was to award the contract to N.B. West in the amount of $980,266.01.
According to Hardy, the normal budget year to year for this is around $200,000 but with the use of federal funds through in the ARPA program the city was able to add the additional streets.
“This will allow us to catch up on many streets immediately and we also have the separate projects on East Vine and North and South, thus a lot of paving will be occurring in the city,” said Hardy.
The second item is sealing of parking lots at Splash Pad and Jim Bottomley Park with four bids received from: McConnell’s St. Louis, $11,830, Asphalt Services, Maryland Heights, $15,998, Asphalt Services, two coats $16,998 and Byrne & Jones, St. Louis, $18,405.
City staff is recommending the bid be awarded to McConnel’s, St. Louis, in the amount of $11,830.
The city did have closed session posted for real estate, litigation, personnel, contractual negotiations.
