Skydive STL Among Many Items Approved By Council Tuesday

The Sullivan City Council approved a lease contract for Skydive STL to operate a skydiving operation in Sullivan along with approving a number of matters before them Tuesday, October 4.

The council approved requests and petitions from Chamber of Commerce for their third annual Christmas Festival Drive-Thru Light Display set for the Sullivan Fairgrounds, December 2 and 3; approved a liquor license for Clark St. Cafe & Bakery and a liquor license for Schnuck Markets, Inc., who has purchased Fricks Market, 45 North Clark St.

Under City Administrator J.T. Hardy’s report to the council, Hardy reported that Board of Adjustment granted a variance to Havin Material, 320 East Springfield Rd. for a new concrete plant with the height up to 85-feet. The proposed plant will be 72’8-7/16 height. The new plant was found to be critical in meeting demand for Havin and keeping the business located in the City of Sullivan.

Hardy reported and received approval for the resolution for the City of Sullivan to participation in the federal and state emergency management plan for natural disasters with Crawford County.

The council accepted a bid from Brownstown Electric Supply, Brownstone, Ind. for the purchase of underground electric wire in the amount of $21,750; approved the upgrades to the wastewater treatment plant in the amount of $42,558 with Xylem Water Solutions and Landpride brush hog for Water and Sewer Department through a state bid in the amount of $9,094.75.

Hardy reported that Franklin County Commission was looking to terminate the 1993 Commission Order for 911 services for the City of Sullivan, Pacific, and Washington citing increased costs and looking to renegotiate the terms for service. Hardy reported that he would keep the council informed on the issue.

The council approved three ordinances in the City of Sullivan that included:

Ord. 3972, which approved dividing one lot into three lots located at the corner of Highway 185 North and Nova St./aka Dorson Circle owned by Gailand Armstrong;

Ord. 3973, established the general terms and conditions that apply to all project services between MPUA RSC and City of Sullivan; and

Ord. 3974, which approved an agreement with Skydive St. Louis for leasing the Sullivan Regional Airport Maintenance facility at a monthly rate of $925 per month plus an insurance annual surcharge.

Under Aldermen Input, Alderman Matt Weigers asked about whether a study for sidewalks along Sappington Bridge could be done. Weigers was informed by city staff that the project would lack any funding and would likely have to be done by the city of Sullivan entirely. Staff also reported that Crawford County Engineer also suggested maybe constructing two roundabouts at the start of Highway D and at Highway D and Sappington Bridge Rd.

Staff was going to check for funding for sidewalks and get back with Alderman Weigers.

Alderman Dalton asked if MoDot ever installed flashing lights at Sullivan Middle School Crosswalk on Highway 185 but was told they are installed at approaches but not at crosswalk themselves.

Mayor Dennis Watz, under Mayor Input, stated that he had received input from a contractor planning to construct more homes off North and South Rd. and felt this was another area in need of sidewalks.

The council had no matters of closed session and adjourned their meeting.
