Budget Tops Tuesday Meeting Before Council

The Sullivan City Council was scheduled to meet Tuesday, September 21, at 7 p.m. with the proposed Fiscal Year 2022 budget public hearing followed by a bid review for the Sullivan Electric Department, Change Order on new Electric Department building, payment of the monthly bills totaling $1,926,972.23, and a decision on Bill No. 3932, which would approve or disapprove the proposed city budget for Fiscal Year 2022.

The public hearing on the Fiscal Year Budget 2022 shows the city’s budget with a projected balance forward of $23.7 million with $24.9 million in revenues and $24.1 million for expenditures.

The budget would run from October 1, 2021 to September 30, 2022.

Following the hearing and additional items on the agenda the council will discuss Bill No. 3932 for approval as an ordinance in the city of Sullivan. The budget is expected to be approved as presented.

The council has had several special meetings to review the current fiscal year and work on the proposed budget for 2022.

City Administrator J.T. Hardy will present bids for the Sullivan Electric Department for primary underground conductor wire.

Five bids were received with the low bid from Harry Cooper Supply, Springfield, Mo., in the amount of $50,700 with a 12 week delivery time. The next closest bid was from Bell Electrical, Woodside, New York in the amount of $71,985.

Hardy will also present three change orders to the new City Electric Department building off Thurmond Memorial Drive by Alexander Construction. The change order will result in an overall decrease in the project of $4,252.

The changes being sought include: extra materials, labor and equipment to remove unsuitable soils for footings and placing lean concrete $5,060, deduct labor and material for removal of interior floor drain that was not used in the project, $4,435 and deduct $4,877 for asphalt pavement repair on the site due to the poor condition of the overall parking lot and plans for replacing the entire parking lot with one contractor.

The payment of the monthly bills totaling $1,926,972.23 were expected to be approved and included: $696,781.93 for MPUA Power Purchased for August 2021.
